Can't buy EA Play Pro from Kazakhstan

Hi community and modders, recently I decided to buy EA Play Pro to play some AAA titles, and got some problems during payment, its just blank web page (see screenshots below). So I don't use any VPNs or other stuff I have genuine Kazakhstani bank card. It tries to redirect me to money.yandex.ru but its not working. We are not part of Russia or Belorussia, why we can't buy games or subscriptions?
