So, this worked for me:

Potential Solution: Browse Games -> The Sims -> The Sims 4 - View in Library -> go to Extra Content -> scroll down to Holiday Celebration Pack and click Download, Accept Language, download game and content.

@Rapista doesn't work for me. It says again "View in Library"
