EA Play not cross platform?

I just got an Xbox and my EA play subscription isn't carrying over. I checked to make sure my EA account with EA play is connected to my xbox account and it is. Every time i go to the xbox store and try to get an EA game I still have to pay for the game separately or it prompts me to pay for EA play again on xbox. Am I misunderstanding, if I pay for EA Play does that not span across all connected accounts (PC, XBox, and Playstation)?
