I've been in touch with EA, Xbox and Microsoft. EA and Microsoft did the best they could to help but the Xbox rep hung up on me while I was explaining the situation.
That's unfortunate to hear what happened. From working in various customer support companies over my lifetime, it's possible that was a technical disconnection and not forced by the representative, it sadly happens from time to time. I'd try giving them another call to see if they are able to look back into this. We are not able to force this discount from our end because it ultimately goes through the Xbox Marketplace. They would have to provide a discount to your account if there was one available due to the Xbox Game Pass.

Yeah both EA and Microsoft said that it would have to come from Xbox.
As for the rep, I never called them. I requested through their customer care website that they call me which they did about 30 seconds later so if it was a technical disconnect (which having experience also as a phone support representative I understand), he had the means to call me back.
Anyway, it's a moot point now as I just don't feel like trying anymore. I spent all morning trying. I'd rather just play the game so since I can't buy either now, I'll just keep playing with what I have.
