Thanks for your post and feedback.
A couple of things.
This website, https://help.ea.com/help-home, is indeed the 'portal' to create a new case with EA Help. We have a handy article about this here: How to use EA Help.
Regarding EA Play Pro; you cannot transfer memberships from one EA account to another. This is unfortunately not possible.

Thanks for your response and for confirming the proper webpage to submit cases. As I stated before, when I click the button to create a new case it redirects me to the main help page and does not provide submission form for me to to complete. That is not helpful.
since unable to have the EA Play Pro membership changed to my son’s account, I will proceed with canceling the membership. Still considering whether or not I want to start the membership under his account, with all the issues I continue to experience with the EA game client requiring double storage to update a game, and now these issues with the EA support communications.
