Unfortunately that's how it's always been, most if not all EA games on Steam open up the Origin client, the same applies to Uplay for Ubisoft games. I am not a fan of this myself which is why I only buy my EA games direct through Origin. But I don't know if using the Origin client through Steam is Valves idea or EA's.
As for the subscription itself, you have to buy a separate subscription for Origin and Steam as they are both different platforms the same as Xbox and Playstation.

- CarbonCarl5 years agoHero (Retired)@dunny1g After reading up a bit you're actually correct, but because Valve doesn't own any of those games, Valve/Steam is actually the third party client/storefront in this which is why EA games open up the Origin client.

valve doesn't "own" many other games that it hosts, and a great portion of them don't have to open up a launcher.. they just launch the <insert explicitive here> game
i'd be more willing to buy a steam hosted ea play subscription if the ea titles actually did that
- CarbonCarl5 years agoHero (Retired)@aurorum999 That's because most game publishers don't have a client, EA, blizzard, bethesda, ubisoft and microsoft owned games all require either a client log in or just an account log in.
