25% races no safety car and no red flag option

Product: F1 23 Platform:PC Please specify your platform model. PC Summarize your bug Started driver career and couldn't select safety car on and red flag on. It works only if you select 35% races....

Unfortunately this is not a “bug” I’m almost certain it’s by design but I agree it’s not right and should be allowed at 25%
