In F1 23, on PS 5, I started getting delayed shifts, both up and down with my Fanatec Podium wheel paddle shifters. I got a Report Code: ESXP-PKPD-BATB-BASC. This seems to have started after patch 1.14. ATT is my internet provider.

Controller profiles were erroneously deleted after 1.12 are you sure it's not just this? You would be advised to remap your controllers and set the calibration, FFB, etc.
Good time to ensure the Fanatec is updated via a PC anyway.
FYI current patch level is 1.13 although the game version shown is 1.14
The report code is a session code and is reportable when requested. It's new each game session as an identifier.
