Patch v1.08 did not resolve this issue.
I do not want to install FanaLab, as I shouldn't have to.
Hope they fixed this in the next patch, as it seems they broke it when it was working fine before.
Just chiming in here -- there are a bunch of people with this issue. Everything was working fine in the previous patch.
Only red rev lights!
Installing Fanalab should be an option, not a requirement.

Thanks for the info, I did end up downloading the Fanalab beta which added support for F1 23.
But Fanalab didn't fix the issue, it gave me the option to add rev ranges/values however when I tried using them in game the red lights came back on top of them as a kind of overlay, adding this flickering effect.
I hope they patch this soon, as it was working before the update.

Seriously EA, you guys clearly aren't capable of releasing a quality product on a yearly basis.
Advertised new features (which are in fact just features you removed from previous titles) don't even work right, and now you can't even get basic hardware compatibility correct? How many clues do you need to figure out this approach isn't working?
Who suffers the consequences of this? Not your developers. Not the people failing to deliver the AAA-priced game you try to pawn off on people.
Your customers - well, the ones you still have, that is. Thankfully people are wising up to your well-earned reputation of mediocrity and bug-riddled releases.
