I have a similar problem sometimes. on PC. Sometimes my game is locked to my refresh rate and no matter what I do I am unable to "unlock" it. I have a 175hz monitor and the fps is sometimes locked at that whether I turn vsync on or off it stays like that..then all of a sudden it will jump to 250 fps without me touching any settings...only happens in this game.
