Regarding this issue, I'd like to offer my suggestion for the next patch to ensure that F1 23 bound to realism.
Currently during practice session, F1 23 only allocated 6 set of tyres and the rest of allocation is locked. Thus can't be chosen.
Looking at several GP this year such as Mexico and recently Las Vegas, several drivers utilized the already used tyre especially Hard compound. Therefore,they can use for example Medium-Hard-Hard tyre whereas either set or both of the tyres are used set (used during FP).
Using your current allocation, it's impossible for players to use the already used tyre especially the Hard compound since the game allocated 2 sets of hard tyres in such that 1 set either for FP or Qualification and 1 set reserved for race.
It'd be useless for players to use Hard compound for Qualification session, but if the hard compound is less worn during the FP session, it'll be automatically returned.
I suggest that you (EA) Implement the flexibility of tyre allocation as done by F1 manager series. What frontier do with the tyre allocation is they only lock three set of tyres: 1 set of soft for Q3, 1 set of medium and 1 set of hard for Race, the rest can be used by driver during practice. Thus, with this, player can use for example the less worn hard compound for race, since pirelli only took 2 sets of most worn tyre during the 3 FP sessions.
Hopefully you can implement it for the next patch. It'll very much raise the realism, since there are players who bound for realism settings.

during the first 40 minutes of the session...This section of the rules seems to correlate with the 'F1 23 Game' asking us to make a decision at the Weekend Allocation of Tyres Before P1 of Softer/Balanced/Harder, though it doesn't correspond with FIA saying the tyre set nominated can be used in P1 where as the game hides the nominated set into qualifying and can't be used in P1 for 40 minutes...

Maybe FIA are asking us which set to return??? I am unsure. But, nowhere in the regulations that I can see that restricts the use of Hard tyres in Practice sessions and the Race. There is no restrictions that I can see on which tyres you are allowed to sign out for practice. 6 sets have to be returned, but it doesn't say you can only have 6 sets for practice. You should be able to take 7 sets to Practice 1,2,3 and return 6. Thus taking a used set of Hards to the race.
