I wonder what you think about this being a solution. I think I have incorporated your used set of Soft in the race, maybe and Asala12's need for access to all tyres.
Are teams allowed to take 7 sets of tyres to a Grand Prix Race, or do they have to choose 4 from the 7?

Art. 30 supply of tyres, quite complex and different between normal and Sprint weekend, 30.5 i (normal) and h (sprint) are the Return Tyres rules.Summarizing in normal weekend two sets must be returned after each Practice session, the game is ok about this but it’s missing the option to choose which set to return. Would be so nice to have it implemented in F1 24.
Sprint weekend is slightly different and is not currently implemented in the game so far: 1 set must be returned after P1, 1 set with the higher number of laps after P2, 1 set after the Sprint.

Thanks for the link, I have recently been reading and quoting from an old one 2021 with 87 pages, Martin Brundle quoted the regulations have 107 pages like the one you showed me 2023. I am guessing the extra 20 cover sprint weekends? When did sprints start? And Bing says they came in 2021. 2021 section 24. use of tyres., is now where you quoted it to be in the 30.
I think the only thing EA have incorporate properly is 12 tyres versus 13? Over the last couple of weeks I have been undoing everything EA taught me about tyres, throw out the bathwater, there is no baby. I now don't beleive only taking 4 tyres to a weekend is a thing. I don't know how Frontier lock only the 3 tyres for qualy and race, but as shown to me by Esala12 by Piastri taking 2 worn hards to the race in Las Vegas, no tyre should be completely locked, which I think also Esala12 has said (I'll try to show this in the coming pics). So, it seems to me Grand Prix w/e have to return 6 and Sprint w/e have to return 4 or ...5???, I think its 4 sets from practice and 1 from sprint??? but everytime I count on my fingers while looking at regs I can only find 4 to return. So I think both final races teams might have access to 7 sets...??? or 8???
So, I think your original picture idea should have access to 7 sets not 6, and I don't think you have to limit yourself to 3 empty boxes, I think it should be 7 empty boxes or scrap that idea maybe? Maybe tweak the in race pit edit function. But I still think both my pictures might almost be the answer but I will tidy and redo them and maybe add another picture, and explain a little more. I'll try to edit this post later for the pictures. I hope you can comment once the pictures are up so we can spread enough XP+ to maybe get a Codies attention.
