No tyre smoke when locking up or spinning up tyres

Summarize your bug When either I or the AI lock up tyres, there's no smoke. There's also no tyre smoke from any of the cars when there's a race start, or when you spin the tyres up from a slow or standing position. As an aside, the only time I see tyre smoke is when I'm in a gravel trap, but that should be sandy coloured dust, not white smoke.

Which area is the bug/glitch in? Single Player
Steps: How can we find the bug ourselves? Drive around and brake hard enough for the tyres to lock up. Also try spinning them up from a slow or standing position. Also observe the AI try to do the same thing.
What happens when the bug occurs? There's no smoke coming from the tyres.
What do you expect to see? Smoke coming from the tyres when they lock up or when the wheels spin up.
