PC reboot when F1 23 access game settings at startup

Summarize your bug PC reboot consistently when F1 23 tries to access game settings when starting the game.

Which area is the bug/glitch in? Single Player
Steps: How can we find the bug ourselves? Don't know. Seems like I'm the only one running into this issue. You have plenty of crashes reported at various stages in game play. I don't even get that far. To me it looks as soon as the game wants to access the file or location where it can find the game settings it crashes.
What happens when the bug occurs? PC crash and reboot. No windows events logged, no log files created,
What do you expect to see? Next screen. Anything but a system crash

Troubleshooting:
1) Clean install of program through Steam. Get past initial startup, can go into settings, make some changes, hit [Back] button, PC crashes. After this each time I start game, problem persist at same moment when it tries to access the Game Settings, Just past the "Loading" message. Have vid's but not allowed to upload
2) DxDiag. No errors. File attached
3) Clean system startup conform http://help.ea.com/en/article/how-to-clean-boot-your-pc/
4) updated to latest Windows Updates, BIOS, Chipset drivers & GPU drivers
5) Run game as Admin (see attached screenshot)
6) Steam file verification > no errors found
7) No overclocking on CPU and GPU
8) No error log found from game, Windows Events etc, due to the severity of the crash
9) tested on 3440x1440 (21:9) screen and on 1680x1050
