Pre-race strategy screen does not show in 25% and above multiplayer races

Steps: How can we find the bug ourselves? Create a 50% race distance multiplayer lobby and set the car setup rules to "fixed" in the lobby settings. Start the race and notice you are not able to select a race strategy when sitting on the grid before the race. Only have the option to press X to start, no ability to press square to select tyre stops/fuel etc.
What happens when the bug occurs? Drivers are unable to go into the pre-race strategy screen when they're on the grid in a 25% and above multiplayer race.
What do you expect to see? I expect to be able to press square on PS5 to access the pre-race strategy screen when on the grid in a 25% and above multiplayer race. It seems the bug is related to what the car setup option is set to in the lobby, if it's set to "fixed" bug is triggered. When set to anything other than "fixed" bug doesn't occur. This was never an issue in previous F1 games.
Unable to access the pre-race strategy screen when doing a 25% and above multiplayer race with the car setup rules set to "fixed". Changing the car setup rule to anything other than "fixed" enables the pre-race strategy screen on the grid.
