If by chance you have a TMX wheel, your Telemetry may be reversed. Look at the light on the right side, is the light red or green? If green you need to reverse it so the light is red.

This switches the accelerator and clutch pedals. Not really reversed telemetry, but yes the light should be green.
But if the pedals have been mapped in reverse to the current config it may explain the odd behaviour.
Either that or check the combined / separate axis setting in the Thrustmaster CP* (This kind of setting may only apply to a PC as consoles are more strict about how controllers are used)
Edit: is there any kind of config screen / menu for the wheel on the XBox? *PC only?
