Anyway, here's a video of mine - I did record it way back when I first reported this bug, it still does happen (haven't tried on patch 1.08 yet, haven't had much time due to work) - that even happened on a quick offline 5 lap race in F1 World, I just didn't record it.
You can see my Audio Settings at 0:25, they haven't changed from then. This was Multiplayer Practice session (this was on LAN lobby, but same happens in normal Multiplayer lobby also), but it does happen in any session it seems
I suspect there may be something wrong with the Driver Onboard Mix trigger for COTA, so it keeps playing the Session Music all the time. If I recall correctly I encountered the same issue on another track also, but I'll have to check if necessary.
Just to also add for extra detail, I play on a laptop, but I use separate USB Headset which is my main audio device.
If necessary, I can try to give some more details in some way.
Will test as soon as I can but my audio settings are Broadcast (not Driver) Audio Ducking Off (not Light) and Play Audio While Game is in Background is Off (not On).
Audio Simulation Quality is High (not Medium). When I can retest, we'll find it between us but USB audio is not something I use either.
@mantazzoLTU @Monzstar83 not being funny, but did you know this setting existed? Toggle it?
Cos that's the only way I can make music happen at CoTA, but it responds normally for me. Off is off, on is on etc.

@SteveJackson will toggle it also and see the results. IIRC correctly I do have this on, but prrior to the new patch this wasn’t causing issues for me on other tracks

I mean, I have it On and I don't have issues on most other tracks like I have in COTA... ¯\_(ツ)_/¯

So I ran some basic tests as below
From my limited testing, the main takeaways are;
- turning session music off will ensure music is not played when in garage/ on track
- turning music level to 0 will do the same
- session music and music spacialisation settings are having a bearing on this issue, but it is track dependent
