I can confirm this happens into the season as well, seemingly regardless as to what I do with the tires.
This is the exact same bug that existed in F1 22. In a 2 player career, after every sprint weekend both the AI and the 2nd player have the tyre/strategy glitch.
It's unplayable, especially now that we have 6 sprint weekends.

Insane that they didn't even consider fixing this when releasing the new game.
