AFAIK this is a known limitation of split screen with wheels. It is supposed to work fine with two controllers, perhaps cheap wheels that are emulated controllers would give you the experience you seek.

The Hori Racing Wheel Apex seems to fit the bill.

UPDATE-10/15/23-Over the weekend I decided to purchase F1 2023 Champions Max Verstappen Edition since it was on sale for $35 since it wasnt working in F1 2021 and lo and behold first time out, it worked with both wheels.  I raced with my sons and it is so much fun, please keep putting split screen in all your games with 2 wheel support.
