Separate T3PA Pro pedals + TM wheel here-- same core issue. Can confirm F1 2011 to F1 '21 don't have any issue and still run flawless with both wheel and pedals at every start, but '22 and '23 both are extremely problematic.
Tried so far; all the usual troubleshooting from verifying game files and shutting down/disconnecting everything else, up to reinstalling both win10 as wel as win11, switching usb2/3-connected ports around, trying older vs newer drivers, and switching over to a different rig altogether but no dice, the problem persists.
For F1 '22 and '23 the 2023_TTRS_3.exe driver was needed to get the devices detected ingame at all, after which its a coin toss if both will activate simultaneously or not, which can take up to 10+ restarts of the game and is driving us crazy.
Going to windowed mode using alt-enter and switching focus back & forth will switch between pedals and wheel input kicking in, but never both in that state.
It's a wild guess but maybe some form of input multithreading has been introduced to the ego-engine since '22? Because when trying to exit in such a state the game also locks up while exiting normally when both devices do work, as if some input thread never got going in the first place, and/or is timing out indefinitely.
Besides '22 and '23 the F1 series with about a dozen other racing games do not have this problem and still work fine, literally everything else we can throw at it.
PS: funny thing btw (but not really..) with '22 I can GUARANTEE a succesful start if the EA intro video starts playing and I can "skip" it with a wheel button. Sadly it almost never shows up at all, while in '23 it seems to skip itself within a second before I can even try, which means a couple extra steps of entering the menu and testing the POV switch in the menu, which still doesn't guarantee the pedals activating..
