Hey,
So I put mine at the bottom of the action maps and it works fine. Just a FYI. save in a notepad because it will be overwritten when the game updates. Also don't alt tab then you'll need to restart the game
So after everything, FINALLY..
THANK YOU 1000x to whoever suggested to UNPLUG the pedals before starting F1 '23 (or '22 for that matter) and plugging them in AFTER reaching the main menu instead.
Do make sure you have the right driver (2023_TTRS_3) installed, which is for a T-150 but can confirm it also fixed our ancient F430 including Force Feedback.
(That wheel's plug has a different pinout which meant after the plastic ones broke our new T-3PA pedals had to be connected separately to USB.. just like everyone else here with the problem)
Hope you're all helped by this info. IMHO it's still an obvious input glitch introduced in '22, since literally all other F1 and racing games still work perfectly without any hassle.
Also works with VR, but only after alt-tabbing into the game after launch and before plugging them in (no audio or wheel otherwise)
