List every rule and penalty, and allow us to turn it on or off.

Speeding in pit lane, crossing pit lane line on exit, 5sec time penalty for illegal overtake, disqualification for driving wrong way, five place grid penalty for blocking (quali), disqualification for blocking pit lane, 5sec penalty for severe collision, 5sec penalty for collision under safety car conditions.

I believe I covered all of the ones that typically can affect league races, if there are anymore, someone will hopefully list them, nonetheless the option to toggle any of these rules or penalties on or off is needed.
