I have just recieved a new code on PC steam for the beta however it is saying i already own the produt.

It seems that the issue has been fixed and the codes have been replaced properly.

I get: "this steam account already owns the product" I guess cause F1 24 Beta is listed in my account. But still cant download it.
Edit: Steam has revoked the old key and it works now! Restart steam if needed
@JustNateJ I haven't pre-ordered so it's not that. It's that the original code they sent is still activated on our steam accounts. If you look at activated products you'll see F1 24, and so even with a new code Steam thinks you already own it. Which is why im asking if I can just use my alt account since it's not redeemed.
New beta code says product already owned.
The same as you, I redeem new code and recieved message is: "This steam account has product"

This is sorted now they removed the original product from the account! All sorted 🙂
