"The patch has benefited 97% of the community." - I standby what I said earlier. I disagree with your statement.
Let's be honest here, this simply hasn't happened. Infact, this particular topic has been created as a result of game updating to patch 1.14, and I still don't understand how can confidently say that this patch has benefited certain percentage of users.
I have no friends or circle of friends who play this game, I am one of those people who are reporting this issue, which is real by the way and is happening.
I have shared sufficient observations in this topic as well as shared files directly to @EA_cuervo as requested.
Your statement - I also have a 4000 series graphics card and have not encountered this issue, so as Steve alluded to in an earlier post its hit or miss depending on your specific setup. - There is no twist of words here. - You are clearly saying through this statement that; this issue is happening to specific people on specific setups. This directly or indirectly says that the issue is with peoples' system, and not the actual game itself or the 1.14 patch for that matters.
Moving on and trying to be productive, does the issue begin as soon as you start the game or does it take a while before it begins? Having reviewed the DX Diags submitted most of the GPUs are models that have 8GB of VRAM so it could be a memory leak issue. - For this let me narrate you an analogy here.

A person has purchased a brand-new car, and the car works flawlessly, and the driver is fully educated on how to drive a car.
After few months, the car is scheduled for its regular service. The service is done by authorized personnel on their authorized service center.
The car owner is informed about the completion of maintenance / service and is asked to collect his car.
When the car owner tries to drive the car back from the service center, he is faced with drivability issues with his just serviced car.
- When the car owner informs this to the personnel who serviced the car, and the personnel says: It's not our fault, you don't know how to drive the car.
- You are letting go off clutch too early which is causing issues with transmissions, and the car jerks, engine shutdowns, the car had these issues prior to the service etc. and desperately tries to shift blame on the car owner.
- The car owner repeatedly tells the personnel, that if the car had drivability issues prior to the service, he would have faced this issue earlier and may not have been able to drive the car to the service center for its scheduled maintenance.
The authorized center and the personnel are not even accepting the fact that the service personnel have accidentally messed something up with the recent service.
Do you think the car owner deserves this kind of service for the car he paid for?
Do you think authorized personnel or their authorized service center is right in this scenario?
Do you think the service center is right in trying to shift blame on the customer, and making the customer feel that he himself is at fault for this issue that has happened after the service?
If you think that this kind of service provided by the company is acceptable, fair and legal, and the indeed the owner is at fault here, then I am sorry, I don't think you understand or even have a slightest of idea what the car owner is going through.

I work in the field of IT, and I know that this kind of memory leak or a software issue aren't meant to be fixed by us players, simply because we can't.
