Just from my own observations, the engines appear to respond to tire wear, engine heat, and downforce. Higher downforce, higher engine temp, and higher tire wear all contribute to the engine not reaching max RPM in 8th gear (or seeing power gradually decrease as a race goes on).
Unless there's a Champion here who can clarify.
I don´t think this is the case. I´ve been playling F1 since the beginning and have configurate the car according to each track on a balanced mode. It is not likely that the wing configuration is dragging the car....
