Constant stutter, run out of ideas.

I have tried everything, from ingame settings, nvidia 3d settings, drivers (chipset/nvidia), to fully reinstalling windows and wiping everthing, but cannot lose this stutter that plagues my game, eve...

DDU and delete your hardware_settings_config.xml

    Already tried both prior to formatting everything and reinstalling everything, sadly didnt work for me either
