Then turn the Windows refresh rate down. Both monitors claim 60Hz (or thereabouts) as native.
Alienware and Acer, it's in the dxdiag
That's where you'll find the desktop setting.
Tried putting them both at 60hz, also tried setting ingame hz and fps cap to 60 aswell - the stuttering still persists.
It's a very strange issue because F1 24 is the only game that does this, even other EA titles with EA's Anti Cheat do not stutter at all and run flawlessly.

Not to do with AC, your setup.
I take it you are wanting to play on the 2K screen?
With your setup High preset and 120Hz should be buttery.
Clean boot.
Set the desktop res to 120Hz in Windows. Set the second screen to 120 or 60.
In game set V-SYNC ON
Fullscreen not Fullscreen Windowed.
Set refresh to 120, try without frame cap.
Set AA to TAA.
Reset all your nVidia settings to controlled by game.
