Training the Ai is a complex time and resource heavy thing as it is. Which isn’t the devs fault. More a lack of budget from EA bean counters.
Right now the best Ai in a Racing game is Sonys SophyAi which still hasn’t been fully implemented into GT7 except for a handful of short races. As it isn’t able manage tyre wear let alone tyre temps. And Sony have invested huge amounts of time, resources and money into its development. What codemasters get given is tiny in comparison.
Plus there are serious issues with the Ai that need resolving first. We can manage temps on the fly with a little know how abd experience. Ai just isn’t smart enough. Right now if they were effected by temps. On specific tracks such as Hungary or in changeable conditions. They will continue to keep the same pace regardless of temps becoming critical. As a consequence at some point in race what will likely happen is all Ai will start having issues around the same time resulting in missing corners and crashing out,
As I said current situation isn’t great especially as Codemasters don’t bother to tell players in game. But it’s lesser off two evils

I see it's a bit more complex than I thought but yeah AIs really need to be fix and be more smart but also a bit less overpowered especially under wet conditions. For someone who use some assists like me they are way to good on a wet track but they always will be I guess haha.
