Simple answer and i've not seen people mention it enough....
The ai don't use overtake/battery in qualifying
Only use hotlap in quali and you'll get a true pace/difficulty reference.
Personally feel overtake shouldn't be deployable in quali and it'll cure alot of issues.

i don't use overtake against them in qualifying and it is still inconsistent. They are still a lot quicker in the race.
