It's a weird bug for sure...
I managed to change the AI difficulty in the menu between qualifications and race.
It should be just before you select "go to race", pressing "Y" or "Triangle" on consoles, or the correct button for parameters on PC.
Idk, mine is locked once i get through quali.
If you finish quali and then exit career mode when you are on the grid before the race, you should be able to go back in to your career mode and be at a screen which allows you to edit settings before going to the race.
It tells you at the bottom what to press to load up settings.

Since the forums aren't working correctly and submitting a bug report isn't working properly I'll just add it here. FIX the F2 car MODEL. It's not even close to accurate.
