I cant find the users folder inside the storage device i have f124 installed onto, or the 'hardware_settings_config.xml' and 'hardware_settings_info.xml' files

They gave you the incorrect path. It should be ---- Open file folder go to documents/My Games/F1 25/ then you will see the hardware settings folder. Just delete the entire folder and it will work after that without issue. The hardware settings folder will come back with the correct settings so don't worry about deleting it. It will regenerate.
