It's not likely to be the root cause unfortunately.
The AI have always had perfect tire temperatures (wet or dry) because the game engine can't deal with them having dynamic temps. So yes, the player is going to gain pace relative to the AI any time your turn off carcass temps as that's one less thing the player has to deal with.
This isn't anything new, and as it's been there for several games, it doesn't seem likely to be the source of the issue.

Agreed, definitely not the root cause. Even when the player's car has good operating tyre temperatures in the wet, the AI just bolt out of the corners with superior traction to which the player car simply cannot match.
In addition, the AI have way more downforce in the wet and still have a much higher top end speed. If you try to trade off some wing to match them you go backwards. Alternatively if you add on more wing to try and match them in the corners you'll get passed easily down the straight.
The whole programing of the AI in the wet has been woeful to say the least. To the point that it probably wasn't even tested by the development team, otherwise it would have been identified and fixed prior to release.
Very poor and disappointing to be honest.
