Yes. If you buy the game you can play it when you want. It being on EA Play is usually the end of the lifecycle. Look at the F1 24 forums for typical issues (i.e. unpatched bugs). As for exclusivity, the games are taken off sale on other platforms after about 2 years (Steam). Just before hitting EA Play the prices hit the low point in January and game numbers peak in March.
