Massive framedrops after Latest update

Hi,

After this update my game has a lot of massive Frame drops. I tried everything to see if it is my system/Windows settings. 

things that i tried; 

Turning E-cores on/off, Shader reset, gpu drivers reinstall, reflex on/off, G-Sync on/off, HAGS on/off and all different type of graphics settings. I also reinstalled the game

my Specs: 

I7-13650HX, 4080 Mobile, 32gb ddr5 4800mhz RAM. temps stays below 85 degrees so its also not a temp limitation. And this is the only game where its happening
