Reg changes still too easy after 1.12

Just finished season 3. I have reduced R&D and cash for player and AI. Started with minimum development, cash, and facilities  

After season 1 both power and chassis were affected but I was able to claw back most, but not all. After season 3 I only had a aero reset and was able to claw back all of it while the AI didn’t. 

I can adjust the AI but I can’t do much mor for me other than not redevelop parts.
