Sometimes I Get a 25% Race in Ranking Games

I'm not sure why, but although most ranking races are normally 5 laps, occasionally I get a 25% race instead.
Is this intentional? Has there been some kind of update?

Personally, I actually prefer the 25% races.
Is there any way to make them appear more consistently or always play 25% races?
