While I agree with the premise that time is divested into avenues that aren't particularly appealing (such as reverse tracks and F1 World), I don't think that these are particularly the reason for the failing to reach the customisation potential. Like I don't think they were in the planning meeting and thought "hey, we could do Zandvoort... but, get this,... backwards! Although it'll mean we can't produce any decent helmets all year".
It just feels like the appetite for customisation isn't there. It's been that way for years where the customisation has been lacking but it does feel like it has progressively got worse over the years rather than better. Although the Decal editor is a step in the right direction. But, even that has caused issues as you have to use a particular sponsor or you can't use that livery.
