Definitely traction control. Turn it off then see how the revs behave. TC is sometimes designed to keep revs low to prevent too much wheelspin, and it is obviously easy to get wheelspin in the rain. Not really an issue, that's just how cars behave. For example I drive GT3 cars with TC relatively low to prevent wheelspin coming out of corners, but if it is too high, the car struggles to accelerate, especially at the first chicane at Monza.
