Black Screen, game only shows menus

Summarize your bug Since the most recent update, it seems that no content is getting downloaded. I can only see menus, everything else is black (video link attached, showing from game startup through entering a TT session).

Steps: How can we find the bug ourselves? I'm not sure, as this appears to not be a problem for most.
What happens when the bug occurs? Car selection screen is black, when entering a session, the screen is black. I can access the leaderboards and setup screen, but when exiting the leaderboard/setup screen, everything is black still. If I go to track, the main screen is black, but the virtual rear view mirror does show the track behind. This happens in all game modes, not just TT. The game is COMPLETELY UN-PLAYABLE at this point.
What do you expect to see? I expect to see content in the main menus and also be able to see cars in the selection screen.
Below is a video link showing my issue. I've tried re-installing the game, with a computer restart in between every step. All drivers are up to date.
