The built-in controller filters that cannot be turned off and mess up steering have been in F1 games since F1 2015 (older games such as F1 2012/2013 had an option called "steering wheel override" that got rid of all the controller filters and made controls very responsive and you could fine tune it from there in the controller options). I've complained about the stupid filters in the official CM F1 forum for years but developers don't care about implementing good controller support.
