Are you able to stream if you change the mute setting for your mic in the settings or disable HDR?
We had some report this for NHL 22 and they provided some workaround steps here and here.
Another player claims it will show that error but the game is still streaming once they check their Twitch channel on their mobile device.
Tried everything doesn't work for me either

Can you try deleting the Twitch app and re-install it to see if that has any effect?

Reinstalled Twitch, restarted the console… nothing!
F1 2021 works absolutely fine, but F1 22 doesn’t want to stream.

This was raised up to our teams and Microsoft. We found out there needed to be a configuration on the back-end to activate it, so if it's not already up and fixed we should have streaming for you available shortly.

I still can't stream F1 22 on Twitch at all. I'll move over to another game and it will stream fine, but F1 just won't work. Same error message.
To check your privacy settings:
Press the Xbox button to open the guide, go to Profile & system > Settings > General > Online safety & family > Privacy & online safety.
Select Xbox privacy > View details & customize > Game content.
Scroll right to Live stream gameplay and make sure it's set to Allow.
