Not Connecting to West Coast Servers

Is there any way to reset or force the game to connect to a region? My ping is constantly between 80-100ms in Drop-ins, RUSH or when captaining the club.

HOWEVER.. when someone else captains, the game will match-make on the west coast and I'll end up in a 30ms match.

I don't know what to do anymore, the game feels unplayable at this ping.
