Substitutions bug

I would like to have the more realistic change of having 9 reserve players on the bench during games instead of 7. All leagues around the world have 9 or more. 

Also during games, at least in Serie A, some games you are allowed to make 3 substitutions, some games 4 and some 5. What kind of logic is that? A rule should be for all the matches.
