Unable to accept a player loaned in?

I have created a club on the manager career mode of my home town, I am a league 2 side and I attempted to loan a striker from the loans list who currently plays for Blackburn. I delegated the offer and it came back accepted but with me paying 100% of the wages, I negotiated it personally to get it to 60/40 split and negotiations were on course to finish. That was over a week ago and when I go onto my transfer hub it says “needs replying” I’m still able to go back into negotiations with the player again, but I can’t accept or reject the offer anymore. When I do it just closes the drop down and nothing happens. Am I resetting the small delay the game gives to allow the player to come to a decision? But if that was the case why am I still allowed into negotiations with him? Or is it bugged? I sort of need to know his answer as the window shuts in 7 days
