According to your screenshot, it looks like you got the game. Try to log out on both platform and log back in to see if it appears in the library. Additionally you can clear EA App cache.
If the game still doesn't show, it means we have to wait closer to launch to see it but don't worry, you won't have to purchase the game again. 😉

I found other guy with problem like me, but then he went on 'Browse' on the left hand side and EA FC 24 was there saying the 'pre-ordered through steam', i dont have something like that
- @liquidz00t Also, why does Steam show me that I will receive access to the game on September 29, even though I bought the ultimate edition which allows me to play on September 22?
