With the 3rd qualifying round effectively complete in UCL, Maccabi Haifa are the only unlicensed team left. They are capable of beating Young Boys and joining Crvena Zvezda in group stage.
These 2 are the ones that EA would do well to license to ensure we have a more authentic game moving forward. They are also mostly responsible for why we have had incomplete UCLs since 2018 (along with Zenit when Russia were allowed in UEFA comps and Sheriff Tiraspol).
I would also argue Maccabi Tel Aviv and Partizan Belgrade (2nd best clubs in their nations) along with Slovan Bratislava, Ludogorets, Olympiacos, Sheriff, Qarabag and Dnipro are the other clubs that should be licensed to remove the risk of having this issue moving forward.
Yes, it is unlikely to happen, but at least Maccabi Haifa and Crvena Zvezda should be in the game.
