Finesse shots

Since the start of the game I haven’t been able to finesse shoot at all, thought it was the controller and bought a new one. It’s not the controller and when I go to do the type of shot, my player will just cut in or do a skill. 

I have the controller settings on classic so I have no idea why the game is doing this. Anyone have any suggestions?
