100% not router and internet problems
I managed to make the game a bit more playable, now it doesn't fix the issue 100% but at least it's a bit more playable. If you have nvidia then inside nvidia control panel set the v-sync to adaptive, then inside the game lock the fps to 60 and turn v-sync on, while lowering the graphics settings. Hope it works for you as well.
