I wanted to ask whether it's possible to move your loyalty discount from EA play to Steam.

Unfortunately, you can't use the 10% loyalty discount to another platform. If you want to get 10% on Steam you would need to subscribe to EA Play for a month, to get the 10% off on Steam.
