I have the same problem. I meet the requirements with the players, but it doesn't let me submit it. It happens on the web app and companion app. It works fine on the console. I noticed on the web app and companion app that for it to be submitted and meet the requirements, I had to place women instead in the corresponding requirements. On the marquee SBC Arsenal vs. Manchester City, I used women in the web app for the team's requirements and completed it.
